Preheat oven to 400°F (200°C). Slice broccoli heads lengthwise 1/4 inch thick. Massage the broccoli stalks with avocado oil. Sprinkle with the smashed garlic, chili flakes, sea salt, and pepper. Line the stalks on a parchment-lined baking sheet and roast for about 30-35 minutes. While the broccoli is in the oven, combine all dressing ingredients (olive oil, garlic, Dijon mustard, lemon juice, parsley, salt, pepper, optional anchovies/dulse leaves, and pecorino cheese/nutritional yeast) in a small food processor or blender. Blend until creamy. Transfer the Caesar whip to a small ramekin for dipping. Remove broccoli from the oven. Let it cool slightly and transfer to a plate, or place the dipping cup onto the baking sheet and serve immediately.
